South Dakota HB1570 Executive Order

After a style and form veto of HB1570, a changed version was voted down by lawmakers. But Governor Noem revived the bill into law by creating two Executive Orders - one targeting transgender athletes in K-12, and another targeting college students.

The separation of the Executive Orders is important - in the event that the NCAA tells South Dakota it will pull Championship Events from the state because of the law, Governor Noem was seeking cover, and a way to let the college Executive Order die but still keep the K-12 ban on the books.
